Okinawa Governor Denny Tamaki expressed profound grief on April 16, 2026, as the region marks one month since a maritime tragedy off the coast of Henoko that claimed two lives, including a high school student on a study trip.
Speaking with reporters at the prefectural office, Governor Tamaki emphasized the gravity of the incident, noting his responsibility for attracting student groups to the islands. “As the head of the prefecture’s administration, I feel we must establish safety and security and take every possible measure to welcome tourists and students,” he stated. He too shared a personal connection to the tragedy, noting that as a parent and grandparent, he felt “heartbroken” by the loss.
The accident occurred on March 16 in the shallow reefs off Henoko. According to reports, a protest vessel named “Fukutsu” capsized first. Approximately two minutes later, a second vessel, the “Heiwa-maru,” which had rushed to the scene to assist in the rescue, capsized in nearly the same location. The disaster resulted in the deaths of a second-year female student from Doshisha International High School in Kyoto and the captain of the “Fukutsu.” 14 others—including 12 students and two crew members—sustained injuries.
The Governor announced his intention to visit the site of the accident to pay his respects once his schedule allows. This would mark his first visit to the scene since the tragedy occurred.
Addressing the safety protocols of the “Helicopter Base Opposition Council,” the group that operated the two vessels, Governor Tamaki called for a rigorous review of their safety management. He urged the organization to “inspect and confirm necessary documents from the perspective of legal compliance and ensure they are properly maintained.”
The incident has drawn significant attention due to the involvement of students on a peace-learning excursion. The father of the deceased 17-year-old student has been sharing his grief and perspectives via the publishing platform “note,” highlighting the emotional toll on the victims’ families.
