The Hong Kong Housing Authority (HA) has approved comprehensive implementation arrangements for a series of subsidized sales flat schemes designed to accelerate upward mobility for young residents and low-income families. The initiative, which encompasses the Sale of Home Ownership Scheme (HOS) Flats 2025, the Sale of Green Form Subsidised Home Ownership Scheme (GSH) Flats 2025, and the White Form Secondary Market Scheme (WSM) 2025, is scheduled to open for applications in the second quarter of 2026.

This large-scale rollout is intended to strengthen the city’s “housing ladder,” providing a viable pathway for Public Rental Housing (PRH) tenants with improving financial means and other eligible applicants to transition into homeownership. By expanding access to subsidized housing, the HA aims to reduce the barriers to entry in one of the world’s most competitive real estate markets.

The scale of the 2026 launch is significant, offering a combined total of over 16,700 opportunities for prospective homeowners. According to a spokesperson for the HA, the HOS 2025 and GSH 2025 programs will provide more than 9,700 new flats. The WSM 2025 will offer 7,000 quotas, which will allow successful applicants to purchase flats in the secondary market with the premium remaining unpaid.

A key highlight of the new arrangements is the introduction of the “Youth Scheme,” a targeted incentive to assist younger demographics in securing housing. Under this policy, young one-person applicants and young family applicants under the age of 40 who hold White Form (WF) status and opt into the scheme will be allocated an additional ballot number. This mechanism effectively increases the statistical probability of these applicants securing a unit during the drawing process.

The HA Subsidised Housing Committee (SHC) has already approved the average selling prices and sales arrangements for these schemes, as well as the income and asset limits for White Form applicants. This strategic expansion reflects an ongoing effort to address housing affordability and provide structural support for the city’s younger workforce.
