Building on four decades of diplomatic relations – formally established in 1980 – the United Arab Emirates and South Korea are expanding collaboration to include enterprising projects like the Barakah Nuclear Power Plant and innovative ventures such as the planned “K-City UAE” cultural and business hub. The renewed commitment signals a strategic alignment between the two nations, with both sides seeking to leverage their respective strengths for economic diversification and future growth.

The meeting between UAE President Sheikh Mohamed bin Zayed Al Nahyan and South Korean President Yoon Suk Yeol took place at the Presidential Palace in Abu Dhabi during Yoon’s state visit.
Both leaders expressed satisfaction with the rapid growth of cooperation between their nations since establishing diplomatic relations in 1980. Areas of collaboration include energy, construction, infrastructure, trade, investment, defense, advanced technologies – including artificial intelligence – healthcare, agriculture, education, and cultural exchange.
The leaders specifically highlighted the Barakah Nuclear Power Plant project, initiated with Korean companies in 2009, and the deployment of the “Al Akh” unit to the UAE in 2011 as key milestones in the bilateral relationship. These developments underscore the strengthening ties between the two countries.
Sheikh Mohamed and President Yoon reaffirmed the strong bonds of friendship between their countries, built upon a strategic partnership established in 2018. Recent joint ventures in the space sector include the development of the “UAE-Sat” radar satellite, slated for launch in 2025 in partnership with South Korea’s Satrec Initiative. Future cooperation will focus on strategic and globally leading sectors, including defense technology, emerging technologies like artificial intelligence and quantum computing, nuclear energy, public health, food security, and cultural exchange. Both sides pledged to enhance trust and mutual prosperity through a partnership based on shared strategic visions.
To accelerate joint growth, the leaders agreed to establish joint platforms for research and development, technology sector growth, knowledge exchange, and the development of supply chains for essential resources. They also discussed collaborative production and joint market access to third countries.
Specific areas of focus include artificial intelligence and semiconductors, with plans to explore joint investment, development, and export initiatives. This includes establishing AI data centers leveraging both countries’ energy resources and applying AI to port development through digital twin and physical AI technologies.

In the realm of civil nuclear energy, the two nations will collaborate on nuclear fuel, maintenance, and digital transformation to improve the efficiency and stability of the Barakah Nuclear Power Plant. They also committed to supporting the “Barakah model” for joint access to global markets.
Driven by their shared commitment to clean energy and sustainable growth, the leaders emphasized their dedication to supporting global clean energy goals and developing solutions to reduce carbon emissions through collaboration on next-generation technologies and the use of AI to optimize nuclear power plant efficiency. Continued cooperation in training, workforce development, nuclear security, and safeguards was also affirmed.
Regarding national defense and defense technology, the UAE and South Korea will expand cooperation to include joint production, technological development, knowledge transfer, and local production capabilities. Exchange programs and capacity building will be prioritized to support sustainable national defense capabilities.
Water security was also highlighted as a critical area, with both leaders acknowledging its growing importance in climate action and sustainable development. They emphasized the significance of the 2026 UN Water Conference, hosted by the UAE and Senegal, in promoting global water efforts. The UAE’s Mohammed bin Zayed Water Initiative was also noted as a key contribution to innovation in the water sector.
In healthcare, the UAE and South Korea will work to establish a center for pre- and post-treatment care for UAE patients seeking medical attention in South Korea, and explore the creation of a comprehensive Korean medical complex to foster joint research and investment in pharmaceuticals, digital medical devices, and regenerative medicine. Regulatory cooperation will also be expanded to include biotechnology, cosmetics, and AI-powered medical products.
Educational exchanges, training programs, and talent development initiatives will be encouraged to broaden horizons and foster intergenerational connections. Cultural exchange programs will also be supported to strengthen cultural ties between Korea and the Middle East, and to promote the UAE as a cultural and tourism hub in the region.
