Despite a slowing national inflation rate, Ukrainian households are facing continued pressure from rising utility costs.New data from the State Statistics Service indicates a 2.3% increase in communal service tariffs between December 2024 and December 2025, impacting everything from garbage collection to apartment maintenance.While electricity, natural gas, and heating prices remain stable through April 2026 thanks to a recent government resolution, the overall increase adds to the economic challenges facing Ukrainians as the country enters its third year of full-scale war.
Ukraine’s annual inflation rate slowed to 8% in December 2025, down from 9.3% the previous month, according to state statistics. While the rate of price increases has eased, the cost of essential utilities continues to rise for Ukrainian households, adding to economic pressures in the country.
Overall, tariffs for communal services increased by 2.3% between December 2024 and December 2025, the State Statistics Service of Ukraine reported. Some services remained stable, but costs for managing apartment buildings jumped 10.9% over the same period.
Specifically, the cost of garbage collection rose by 4.2%, while maintenance and repair of housing increased by 3.2%. Water supply costs went up 0.7%, and sewage services increased by 0.6%, according to the State Statistics Service.

Yearly Tariff Changes
Looking at the entire year of 2025, electricity prices saw the largest increase, climbing 19.3% between January-December 2025 and January-December 2024. Costs for apartment building management rose 13.5%, followed by garbage collection at 8.4% and housing maintenance and repair at 3.5%. Water supply increased by 0.7%, and sewage services by 0.6%.
Electricity Tariffs to Remain Stable
Despite the overall increase in utility costs, the tariff for electricity will remain unchanged at 4.32 Ukrainian hryvnia per 1 kilowatt-hour (kWh) through at least April 30, 2026. This stability is guaranteed by a government decision extending the mechanism of special obligations for market participants, as outlined in a recent resolution.
The resolution replaces the previous expiration date of October 31, 2025, with April 30, 2026. While discussions about potential future price adjustments occasionally surface, no concrete plans are currently under serious consideration.
Separately, residents with gas stoves are being advised to install gas detectors, available for between 1,225 and 2,200 Ukrainian hryvnia, to ensure air quality and safety, reports indicate.
