Omaha Accountant Among Five Arrested in Sex Trafficking Investigation

Omaha police, in collaboration with multiple agencies, arrested five individuals yesterday in connection with a sex trafficking investigation, including a City of Omaha finance department accountant.

Thomas Falcon, 62, faces the most severe charges, including sex trafficking of a minor and possession of child sexual abuse material. Amy Hicks, 39, an accountant for the city, was arrested for income tax evasion, possession of child sexual abuse material, and conspiracy to commit sex trafficking, among other felonies. Also arrested were Douglas Johnson, 54; Scott Nelson, 52; and Steven Harper, 56, each facing multiple felony charges related to the investigation. Court documents indicate alleged illegal activity dating back to May 2022, with recent allegations surfacing as late as August 2024.

Omaha Mayor John Ewing Jr. stated he became aware of the investigation shortly after his election and affirmed his administration’s full cooperation. “As a former member of the Omaha Police Department and now the mayor, I understand how sacred the public trust is and how vital it is to fully investigate any crime, particularly those that may be committed by any city employee,” Ewing said. The mayor’s office confirmed Hicks has been placed on administrative leave, stating she is “afforded due process rights per her collective bargaining agreement.” This case highlights the growing concern of sex trafficking impacting communities nationwide, as reported by the National Human Trafficking Hotline.

Falcon, Hicks, Johnson, and Harper are scheduled to appear in court tomorrow morning. Nelson was already in custody as of August 2024, and his court appearance is uncertain.
