Los Angeles City Council Seeks Clarification on Access to Animal Shelters

The Los Angeles City Council unanimously voted today to request a report from the Department of Animal Services detailing visitation rules for elected officials and their staff at animal facilities, including non-public areas.

The motion, introduced by Council Members Tim McOsker and Bob Blumenfield on October 22, stems from recent questions regarding whether council members and their staff need to schedule appointments or obtain special permission to visit animal shelters, even when accompanied by department personnel. The council’s action aims to balance effective oversight with safety and operational needs. This comes as the city continues to address concerns about animal welfare and shelter conditions across Los Angeles.

According to the motion, “Recently, questions have arisen regarding whether Council members and their staff are required to schedule appointments or obtain special permission to visit these sites, even when accompanied by department personnel.” It further states that while safety and supervision are important, unclear procedures “may hinder effective oversight,” and greater clarity is needed. The Department of Animal Services will be asked to provide recommendations on facilitating timely and safe access without requiring formal appointments.
