Israel Seeks U.S. Assistance in Locating Remains of Hostages in Gaza

Israel does not know the location of four of the thirteen bodies of hostages remaining in Gaza, raising concerns about the full implementation of the current ceasefire agreement.

Jerusalem is urging Washington to prioritize the return of all remaining hostage remains from the Gaza Strip, as days have passed without any additional bodies being handed over by Hamas. During a recent visit, IDF Chief of Staff Lt. Gen. Eyal Zamir reportedly emphasized the urgency to U.S. Vice President JD Vance, referencing the decade-long effort to locate the remains of soldier Hadar Goldin, killed in 2014. Hamas claims it is facing difficulties in locating some of the bodies and has requested assistance in the recovery process, but Israel believes the terror group is deliberately withholding information and breaching the October 9 hostage-ceasefire agreement.

Efforts to accelerate the recovery of the remains were bolstered today with the involvement of teams from the Red Cross and Egypt, operating with the approval of Prime Minister Benjamin Netanyahu. Additionally, Hamas representatives have been permitted to enter IDF-controlled areas of Gaza to conduct searches. Footage published by Qatari outlet Al-Araby showed members of Hamas’s “Shadow Unit” – responsible for guarding hostages – alongside a Red Cross vehicle in the al-Mawasi area near Rafah. This situation underscores the complex challenges facing negotiators as they attempt to secure the release of all hostages. The Council on Foreign Relations provides further background on the ongoing conflict.

The delays come as Hamas negotiator Khalil al-Hayya stated Sunday that the group would not disarm until the end of the Israeli “occupation,” a condition that contradicts the terms of the U.S.-brokered agreement. The agreement anticipates Hamas disarmament as a key component of the second phase of implementation. Defense officials have also indicated that an International Stabilization Force, potentially including troops from Pakistan, Indonesia, and Azerbaijan, is being planned to maintain security in Gaza once Israeli forces withdraw. The Times of Israel has more on the proposed stabilization force.

Officials say they are closely monitoring Hamas’s actions over the next 48 hours to ensure the resumption of body transfers, and expect Hamas to fully adhere to the terms of the agreement.
