Retired Billings Police Officer Stanley Frank Dies at 75

Stanley Wayne Frank, a 21-year veteran of the Billings Police Department and later a Carbon County deputy sheriff, passed away peacefully at his home today, November 8, 2025, with his wife Susan by his side.

Born November 1, 1950, to Sam and Mildred Frank in Park City, Montana, Frank served his community for over three decades in law enforcement following a tour with the Air Force. He graduated from Park City High School in 1969 and attended both Rocky and Eastern Montana College. After joining the Billings Police Department following his military service, he retired in 2002. He continued his service with the Carbon County Sheriff’s Office for twelve years before being medically retired due to multiple sclerosis, a condition he battled for the last eleven years of his life.

Frank enjoyed an active life, finding joy in golfing, boating, camping, and fishing. He is survived by his wife of fifty-five years, Susan Moran Frank, daughters Cindy Frank, Wendy Frank, and Lena Kallevig (Shawn), and grandsons Jacob Kallevig (Macy), Caleb Romero, Brayden Kallevig, and Kolter Kallevig. His passing represents a loss to the Montana law enforcement community and those who knew him through his decades of public service. Information on multiple sclerosis is available from the McLeod Health website.

A funeral service will be held on November 14, 2025, at 10:30 a.m. at Saint John’s Lutheran Church in Laurel, Montana, with a reception luncheon to follow. The family requests that memorials be made to Saint John’s Lutheran Church. As a final tribute, the family shared the phrase “Last Call. 10-42. End of Duty,” a common police radio code signifying an officer’s final shift, as explained by the Officer Down Memorial Page.
