Turkey’s government has made significant changes to its crisis management and defense structure, with appointments announced Saturday, March 7, 2026, impacting 16 ministries.
The appointments, formalized by a presidential decree, establish leadership for “Emergency Situations and Defense Planning Departments” within each ministry. These departments were initially created through a decree issued in October 2025, and the recent decision solidifies the leadership roles.
Notably, the Ministry of National Defense was excluded from this restructuring, as it already serves as the primary executive body for defense and war preparations.
APPOINTMENTS ANNOUNCED ACROSS 16 MINISTRIES
The presidential decree detailed the following appointments to lead the new departments:
İbrahim Çelik was appointed to the Ministry of Justice.
Ahmet Ergül will lead the Department at the Ministry of Family and Social Services.
Ali Mert was named to the post within the Ministry of Labor and Social Security.
İsmail Ceylan will head the department at the Ministry of Environment, Urbanization and Climate Change.
Taner Ataman was appointed to the Ministry of Foreign Affairs.
Selim Çiçek will lead the department within the Ministry of Energy and Natural Resources.
Mustafa Çelik was named to the post at the Ministry of Youth and Sports.
Murat Çevik will head the department at the Ministry of Treasury and Finance.
Mustafa Güneş was appointed to the Ministry of Interior.
Arda Heb will lead the department within the Ministry of Culture and Tourism.
Metin Tayyar was named to the post at the Ministry of National Education.
Gökhan Yılmaz will head the department at the Ministry of Health.
İbrahim Kütük was appointed to the Ministry of Industry and Technology.
Hüseyin Erbaş will lead the department within the Ministry of Agriculture and Forestry.
Tayfun Temur was named to the post at the Ministry of Commerce.
Şakir Ünver will head the department at the Ministry of Transport and Infrastructure.
