Gadjah Mada University (UGM) officials say they followed established procedures and adhered to relevant regulations throughout the process of responding to a public records request concerning the academic credentials of former Indonesian President Joko Widodo.

The university’s statement comes as a dispute over access to Widodo’s educational records was heard Monday, November 17, at the Central Information Commission (KIP) in Jakarta.

UGM Secretary Andi Sandi Antonius acknowledged the university appreciates the attention and input from various parties regarding the proceedings at KIP.

He affirmed that the university, through its Information and Documentation Management Officer (PPID), is committed to fulfilling the mandates of Law No. 14 of 2008.

“Regarding the substance of the public information dispute hearing, UGM informs that all processes carried out were based on applicable laws and regulations, including provisions regarding the protection of personal data,” Antonius said in a UGM statement released Thursday, November 20.


UGM’s PPID has aligned its service management with the provisions of Commission Regulation No. 1 of 2021 and its accompanying appendices, according to Antonius.

This includes standardized formats for information requests and official responses.

The university has also developed a digital service system to keep pace with technological advancements.

Online information request forms do not require a physical signature but do require uploading a photocopy of identification – a national ID card for individuals or articles of association for legal entities – as part of the application requirements.

Responses to information requests are sent via the official PPID UGM email address.

Access to this official account is restricted to the PPID UGM team through a tiered approval process. Replies sent through the official account are recognized by UGM and can be used by the applicant.

“If the information applicant objects to the response from the UGM PPID, the applicant can submit an objection to the Head of PPID, who in this case is the Rector of UGM. The submitted objection will be answered officially by the Head of PPID with an official stamp and electronic signature,” Antonius explained.

Antonius reiterated UGM’s commitment to strengthening transparency, accountability, and improving the quality of public information services. Internal evaluations are ongoing to ensure information services are responsive to community needs and adhere to the principles of open information.

“All input will be used as evaluation material to strengthen the quality of superior public information services,” he said.

During the hearing at KIP in Jakarta on Monday, November 17, a member of the commission, Rospita Vici Paulyn Rospita, questioned the existence of several documents requested from UGM, including a copy of Widodo’s diploma.

Rospita also inquired about other documents, such as transcripts, course schedules, grade reports, and reports from Widodo’s community service program.

The petitioner in the hearing was Leony Lidya, with UGM, the General Elections Commission (KPU) of the Republic of Indonesia, the KPU of Jakarta, the KPU of Surakarta, and the Jakarta Metro Police named as respondents.
