Xinjiang Economic Work Conference: Focus on Quality & Growth for Next Five Years

Following a December 23 economic work conference, officials in China’s Xinjiang Uyghur Autonomous Region [[1]] are outlining a new five-year plan focused on bolstering economic stability and growth. The region, strategically located at the crossroads of Central and East Asia [[2]], aims to drive progress through increased investment in key sectors like energy, mining, and manufacturing. This plan underscores a commitment to aligning regional development with broader national economic strategies and improving living standards for residents across Xinjiang [[3]].

Officials in the Xinjiang Uyghur Autonomous Region are focusing on bolstering the regional economy through strategic investment and industrial development, following a key economic work conference held December 23. The plan aims to solidify economic stability and drive both qualitative and quantitative growth in the coming year, marking a significant start to the region’s “Fifteenth Five-Year Plan.”

The economic conference outlined priorities including expanding domestic demand, strengthening investment in key sectors, and fostering a robust industrial base. Leaders emphasized aligning local efforts with national economic strategies and ensuring that development benefits residents across the region.

Wen Hua, Party Secretary and Deputy Director of the Autonomous Region Development and Reform Commission, stressed the importance of fully implementing the conference’s directives. “We must align ourselves with the central government’s scientific assessment of the economic situation and its decisions regarding economic work,” he said. “We will focus on high-quality development, with a particular emphasis on expanding domestic demand through investment, consumption, and industrial support, alongside policy, project, resource, and ecological safeguards.”

Innovation will be central to the region’s economic advancement, with plans to accelerate the development of a modern industrial system. Specific focus will be given to bolstering key industries such as oil and gas, mining, coal, renewable energy, and cultural tourism, with the goal of creating competitive industrial clusters.

Wang Mo, Chairman of Xinjiang Geology & Mining Investment (Group) Co., Ltd., highlighted the company’s commitment to enhancing enterprise efficiency and developing a green mining industry. “In the coming period, we will leverage Xinjiang’s resource advantages, geographical location, industrial base, and environmental capacity,” Wang stated. “We will prioritize ensuring national mineral resource security through continued resource reserves and strengthening the foundations of mining development.”

Significant investment is also planned for energy infrastructure. Chen Shoujun, Chairman of the State Grid Xinjiang Electric Power Co., Ltd., announced plans to accelerate the construction of a new power system demonstration zone in southern Xinjiang. The project aims to improve the region’s capacity to support renewable energy, enhance system stability, and provide reliable power to remote areas.

Construction is already underway on the Hami Pumped Storage Hydropower Station, a major energy project within the autonomous region. Liu Xiao, project manager for China Railway Fourteenth Bureau Group Co., Ltd.’s C2 section of the station, reported that the core engineering portion of the project is 47.5% complete and progressing smoothly. “We are optimizing construction plans, focusing on challenging aspects like the self-flow drainage tunnel, and reinforcing our workforce to overcome key obstacles,” Liu said.

Recognizing the importance of human capital, the regional government also emphasized the need to prioritize workforce development and improve living standards. Chen Zhijiang, Party Secretary and Deputy Director of the Autonomous Region Human Resources and Social Security Department, stated that the region will focus on creating high-quality employment opportunities, strengthening social security systems, and attracting and cultivating talent. “We will anchor ourselves to the central government’s ‘Five Major Strategic Missions’ and promote high-quality development while prioritizing the well-being of the people,” he said.

The initiatives outlined represent a comprehensive strategy to position Xinjiang for sustained economic growth and improved quality of life for its residents. This focus on development comes as the region seeks to solidify its role within China’s broader economic landscape.
