EU Launches ‘Democracy Shield’ to Combat Disinformation

The European Commission today unveiled a comprehensive strategy, the European Democracy Shield (EUDS), designed to counter the spread of disinformation and safeguard democratic processes across the region.

Adopted on 2025-11-12, the EUDS aims to protect the integrity of the information landscape, ensure free and fair elections and media, and enhance media literacy. The initiative will require increased responsibility from online platforms and social media influencers. The move comes as concerns grow about the potential for foreign interference in upcoming European elections.

The Commission plans to expand existing measures, such as the voluntary Code of Conduct on Disinformation, to include demonetizing disinformation campaigns. Major tech companies – including Google, Meta, Microsoft, and TikTok – are already signatories to this framework. Furthermore, a new incident and crisis protocol will be launched under the Digital Services Act (DSA) to enable rapid responses to significant cross-border threats to information integrity. The DSA already mandates that platforms like X monitor and mitigate illegal and harmful content, and the EU’s AI Act requires clear labeling of AI-generated content, like deepfakes.

The EU is also considering extending content moderation rules to WhatsApp’s public-facing channel feature, launched in September 2023, while simultaneously evaluating potential adjustments to the AI Act to ease burdens on tech companies. Officials stated they will continue to assess the effectiveness of the EUDS and adapt the strategy as needed to address emerging threats to the information environment.
