Maryland Governor Establishes Strategic Plan for $2.9 Billion Horse Industry

Annapolis, MD – Governor Wes Moore today signed an executive order establishing the Maryland Horse Industry Strategic Plan, a comprehensive initiative designed to bolster the state’s equine sector and ensure its continued economic contribution.

The plan aims to unify Maryland’s diverse horse community – which supports more than 28,000 jobs and generates $1.24 billion in wages statewide – under a coordinated vision for growth and sustainability. Maryland boasts more horses per square mile than any other state, making the industry a significant part of the state’s agricultural landscape. “Maryland’s horse industry is a powerful symbol of the state’s heritage, agriculture, and economic vitality,” Governor Moore said. “This strategic plan will bring together all facets of the equine community to ensure the industry continues to thrive for generations to come.”

The strategic plan will focus on seven key areas: strategic planning and policy guidance, collaboration and communication, economic development, advocacy and promotion, education and workforce development, sustainability and land use, and health and welfare. A steering committee comprised of state agencies and representatives from across the horse industry – including racing, recreation, and therapeutic programs – will lead the development of the plan. Maryland Secretary of Labor Portia Wu emphasized the collaborative nature of the effort, noting that the Maryland Racing Commission’s century-long oversight of horseracing safety and integrity will inform the planning process. This initiative comes as the horse industry faces increasing pressures from land development and changing recreational interests, making proactive planning crucial. The committee will present a report with recommendations and measurable goals to the governor and the Maryland General Assembly.
