Dover Man Arrested on Drug and Explosive Device Charges

Dover, Delaware – A 39-year-old man was arrested yesterday after a welfare check revealed suspected drugs and a homemade explosive device in his vehicle, according to Delaware State Police.

On Wednesday, October 22, 2025, at approximately 4:30 p.m., troopers responded to the 4000 block of Forrest Avenue for a follow-up investigation when they discovered Bradley Buchman of Dover slumped over in the driver’s seat of a pickup truck. While checking on Buchman’s welfare, officers observed a blue wax bag consistent with heroin packaging. A subsequent search of Buchman and the vehicle yielded approximately .99 grams of suspected heroin, 14 grams of suspected methamphetamine, drug paraphernalia, and what authorities determined to be an improvised explosive device.

The Delaware State Police Explosive Ordnance Disposal Team and the Delaware State Fire Marshal’s office were dispatched to the scene and confirmed the device was an IED. The discovery highlights the potential dangers faced by law enforcement during routine investigations. Buchman was taken into custody without incident and transported to Troop 3, where he was charged with Possession of a Controlled Substance Tier 2 Quantity, Possession of a Controlled or Counterfeit Substance, and Possession of Drug Paraphernalia. Buchman was arraigned and issued a $4,000 unsecured bond for the drug-related charges. He also faces a felony charge of Possession of an Explosive Device from the Delaware State Fire Marshal’s Office and is currently held at Sussex Correctional Institution on a $5,000 cash bond. Delaware State Police officials stated the investigation is ongoing.
