Manila’s former mayor, Alice Guo, has been sentenced to life in prison for her role in a large-scale human trafficking and illegal online gambling operation, a case that has shaken the Philippines and triggered a national reckoning over foreign interference in its political system. The conviction, handed down Thursday, marks a swift resolution to a scandal that unfolded after a police raid in March 2024 rescued over 700 individuals held captive in a sprawling complex linked to Guo’s network[[1]]. Beyond the immediate charges, the case revealed Guo was a Chinese national, prompting a government crackdown on unregulated gambling and a review of vetting procedures for public office[[2]].

A former mayor in the Philippines has been sentenced to life in prison after being found guilty of human trafficking and running an illegal online gambling operation, a case that has exposed a wider network of transnational fraud and raised questions about foreign nationals holding public office. Alice Guo, the former mayor of Manila, was also revealed to be a Chinese citizen, sparking a national scandal and prompting a government crackdown on unregulated gambling.

The case began to unfold in March 2024, when police raided a sprawling complex linked to Guo’s associates following a distress call from a Vietnamese worker being held captive. The raid uncovered a large-scale human trafficking operation, rescuing over 700 individuals forced to work in an online gambling facility featuring luxury villas and a swimming pool. Documents identified Guo as the president of the company that owned the property.

700 RESCUED FROM HIDDEN FACILITY

Authorities determined that Guo and three others had organized the human trafficking operation. “The court gave us a positive decision within a year. Alice Guo was convicted along with seven other defendants. They were sentenced to life imprisonment,” stated prosecutor Olivia Torrevillas following the verdict.

Guo initially fled the Philippines in September 2024, but was apprehended in Indonesia. Shortly after her arrest, the court confirmed she was a Chinese national and therefore ineligible to hold public office.

The scandal surrounding Guo’s case prompted President Ferdinand Marcos to ban all unregulated gambling activities in the country and order the deportation of foreign workers. The move comes as transnational fraud networks in the region have grown significantly in recent years, with reported losses to victims totaling $37 billion in 2023, according to a United Nations report. The report suggests that the actual global losses could be far higher.

ILLEGAL GAMBLING OPERATIONS PROLIFERATE

The proliferation of these centers has been linked to a broadening of licensing authority during the administration of former President Rodrigo Duterte. The revelation that a foreign national held a powerful political position has fueled public outrage and intensified scrutiny of vetting processes for elected officials.

Guo initially faced charges related to kidnapping and forcing individuals to work in her online casino and commit fraudulent activities. However, the discovery of her Chinese citizenship added a new layer to the case, raising concerns about national security and the integrity of the electoral process. The development underscores the challenges facing the Philippines in combating transnational crime and ensuring the legitimacy of its political system.
