Los Angeles Police Chief Reflects on Challenging First Year Amidst Staffing Concerns
Los Angeles Police Chief Jim McDonnell marked one year in office today, November 8, 2025, acknowledging a year defined by significant challenges including wildfires, federal immigration enforcement, and the deployment of the National Guard.
McDonnell assumed the role of police chief on November 8, 2024, and quickly faced the Palisades Fire less than two months later, which prompted the evacuation of over 60,000 residents and stretched LAPD resources, deploying more than 700 officers daily to fire zones. The event provided an early assessment of his command staff, leading to a subsequent reorganization. “I didn’t really know the internal audience,” McDonnell said. “When the fire happened I got to see who stepped up… and put, I believe, the right people in the right places.”
Further complicating matters, widespread immigration raids conducted by the Trump Administration in June sparked protests and ultimately led to the deployment of the California National Guard. This created jurisdictional tensions between federal agencies, the military, and local law enforcement. McDonnell clarified that LAPD did not assist or interfere with the ICE mission, stating, “We didn’t help them with their mission. We didn’t interfere with their mission.” He also acknowledged public concern about LAPD presence near ICE operations, reiterating that local police are prohibited from immigration enforcement, as outlined by California’s Trust Act.
Looking ahead, the LAPD faces the logistical challenge of policing major international events – the World Cup next year and the 2028 Olympic Games – while simultaneously grappling with a significant decline in officer numbers, currently down 1,400. This staffing shortage could impact policing strategies, but McDonnell remains optimistic, noting that overall crime numbers are falling. The reduction in police personnel comes as cities nationwide are facing challenges in recruitment and retention.
