Millions Face Higher Healthcare Costs as Obamacare Subsidies Set to Expire

More than 23 million Americans enrolled in Affordable Care Act (ACA) plans are poised to see their healthcare costs increase next year when enhanced federal subsidies, enacted in 2021, are scheduled to expire on December 31st.

The expiring subsidies disproportionately impact those earning less than 150% of the federal poverty level – around $24,000 for an individual – with nearly half of all ACA enrollees falling into this category. Currently, many in this income bracket pay no monthly premiums thanks to the enhanced assistance, but those payments could rise to between $27 and $82 per month without the subsidies. Enrollment has more than doubled since the additional funding was introduced, with significant gains in states that have not expanded Medicaid. The Kaiser Family Foundation (KFF) offers detailed information on the ACA and its impact.

The concentration of enrollees is particularly high in several red states that have declined to expand Medicaid, including Texas, Louisiana, Mississippi, and Georgia. In fact, 57% of individuals benefiting from these subsidies live in Republican congressional districts. Analysts predict that without the subsidies, approximately two million more Americans will become uninsured next year, a number potentially rising to 3.8 million by 2035, according to the Congressional Budget Office. This potential loss of coverage comes as healthcare access remains a critical issue for many Americans.

Democrats in Congress are currently withholding support for a government spending bill in an attempt to secure an extension of the subsidies, while some conservative critics argue that the current level of assistance is overly generous for higher-income enrollees. Officials are continuing to negotiate a resolution as the December 31st deadline approaches.
