A newly revealed palace in Russian-occupied Crimea, reportedly built for President Vladimir Putin,is raising questions about the allocation of resources and transparency in Russian government spending [[1]]. Investigative journalists with the Anti-Corruption Foundation (FBK), founded by the late Alexei Navalny, documented the extensive reconstruction of a property originally intended for former Ukrainian President Viktor Yanukovych following Russia’s 2014 annexation of the peninsula [[2]]. Estimated to cost at least $127 million, the palace complex includes not only opulent living spaces but also a fully equipped, state-of-the-art private medical centre [[3]].
A Lavish New Palace Built in Crimea for President Putin
A new, opulent palace has been constructed in Russian-occupied Crimea, reportedly intended for the use of Russian President Vladimir Putin. Researchers from the Corruption Control Foundation (FBK), founded by Russian opposition leader Alexei Navalny, have revealed photographs and detailed architectural plans documenting the extensive construction project. The palace is located on Cape Aya, in southern Crimea.
The site was initially earmarked for a summer residence for former Ukrainian President Viktor Yanukovych, but following Russia’s annexation of Crimea in 2014, construction was deemed illegal and the project was rebuilt to meet the requirements of the Federal Protective Service of the Russian Federation.
The construction costs are estimated at at least 10 billion rubles, equivalent to approximately 100 million euros.
Luxury Accommodations and a Fully Equipped Medical Center
The new palace boasts not only lavish interiors reminiscent of Imperial Russia, but also a state-of-the-art medical center. The discovery of this facility highlights the prioritization of exclusive healthcare access for Russia’s leadership.
Researchers found that the palace complex includes a fully functional hospital, complete with a “family doctor’s office” and equipment for conducting analyses, an electrocardiograph, and physical therapy devices. The medical center also features a dental office and even a surgical suite equipped with a ventilator, defibrillator-monitor, as well as X-ray, gastroscopy, and colonoscopy machines. This level of equipment suggests a desire for comprehensive medical care within the residence itself.
Financing and Cost Concerns
According to FBK estimates, at least 10 billion rubles – around 100 million euros – were invested in the reconstruction and creation of the complex. The scale of the expenditure raises questions about resource allocation within Russia.
This cost is comparable to building dozens of regional hospitals, particularly considering the condition of many existing medical facilities across Russia, where staff shortages and dilapidated buildings are common.
Background and Previous Investigations
This is not the first time the Alexei Navalny Foundation has published information about luxurious residences linked to high-ranking Russian officials, including properties potentially owned or used by Vladimir Putin. These investigations have consistently pointed to alleged corruption.
The FBK was founded in 2011 but liquidated in 2020 following court-ordered fines. Subsequently, Russia’s Prosecutor General’s Office sought to designate the foundation as a terrorist organization.
The new construction comes as Russia continues to invest in infrastructure development in occupied Crimea. In 2019, Russia announced plans to invest approximately 4.1 billion euros in infrastructure projects. However, medical facilities in the occupied peninsula have faced challenges, with reports in 2022 indicating that hospitals were overwhelmed with wounded Russian soldiers.
