City Councilors Direct Funds to Road Projects Near Their Homes

Several Indianapolis city-county councilors are directing $1 million in allocated funds toward road repaving projects in areas close to their residences, raising questions about potential conflicts of interest.

Councilor Michael-Paul Hart, representing Warren Township, plans to use his allocation to resurface the Forest Creek neighborhood, including a section adjacent to his home. Hart stated he based his decision on constituent feedback and poor road conditions, adding, “I’ve got folks here, they’ve got my ear…it wasn’t the only factor in my decision.” Councilor Jared Evans, a westside Democrat, is similarly directing funds to repave streets in the Avon Creek Estates neighborhood, where he also lives, citing the “pretty vocal” advocacy of the homeowner’s association.

Republican Councilor Brian Mowery is using his funds for a half-mile stretch of Sunset Ridge Parkway, serving as the entrance to his Franklin Township neighborhood, while Democrat Carlos Perkins is focusing on roads near Bethel Cathedral AME Church, where he is a pastor. Perkins emphasized that the project fulfills a campaign promise made to the Quail Ridge community, stating, “This was not tied to the location of my church. It was tied to this neighborhood being in my district.” Such allocations of public funds can impact local infrastructure priorities and potentially influence property values.

Construction on these projects is expected to begin in November, with completion anticipated by summer 2026. The practice of directing funds to areas near councilors’ homes highlights the significant influence council members have over district-level projects, a dynamic recently demonstrated when Councilor Hart successfully opposed a Google data center in Franklin Township.

Officials say the projects will proceed as planned, with the Department of Public Works overseeing the implementation of the repaving initiatives.
