Myanmar Military Raids Cybercrime Hub, Detains Over 2,000

Myanmar’s military announced today it has shut down a major online scam operation near the Thai border, detaining more than 2,000 people and seizing dozens of Starlink satellite internet terminals.

The raid targeted KK Park, a well-documented cybercrime center located on the outskirts of Myawaddy in Kayin state, as part of operations beginning in early September to suppress online fraud, illegal gambling, and cross-border cybercrime. State media published photos showing seized Starlink equipment and soldiers involved in the operation. Myanmar has become a notorious hub for these types of scams, which often target individuals globally with false promises and romantic schemes.

Maj. Gen. Zaw Min Tun, a spokesperson for the military government, alleged that leaders of the Karen National Union, an armed ethnic organization, were involved in the scam projects, claiming a company backed by the group leased the land. The Karen National Union, which is part of the broader armed resistance movement in Myanmar’s ongoing civil war, denies any involvement. Authorities reported discovering over 260 unregistered buildings and seizing 30 Starlink satellite internet terminals, despite the company not having licensed operations in Myanmar. This crackdown follows similar operations earlier this year and in 2023, and comes after a joint operation in February with China and Thailand that released thousands of people trafficked into scam compounds. Starlink’s policy prohibits fraudulent activity, and the use of its terminals in illicit operations raises questions about the company’s ability to monitor and control its equipment. SpaceX’s Starlink has become increasingly popular in areas with limited internet access, but also presents challenges for regulation.

Officials stated further investigations are underway to determine the nationalities of those detained and to dismantle remaining cybercrime networks operating in the region.
