Ukraine Hits Russian Cities, Disrupting Power and Heating

Ukrainian Strikes Disrupt Power in Two Russian Cities; Nuclear Safety Concerns Rise

Ukrainian strikes caused power outages and heating disruptions in the Russian cities of Voronezh and Belgorod today, while Kyiv accused Moscow of deliberately endangering nuclear facilities with recent attacks on power infrastructure.

A drone strike temporarily knocked out power and heating to parts of Voronezh, a city of over 1 million people, according to regional Gov. Alexander Gusev. Several drones were reportedly jammed, and a fire at a local utility facility was quickly extinguished. Russian and Ukrainian sources indicate the strike targeted a thermal power plant. Separately, a missile strike yesterday caused “serious damage” to power and heating systems in Belgorod, impacting approximately 20,000 households, reported local Gov. Vyacheslav Gladkov. These attacks represent a continued escalation in the conflict, extending the war’s impact beyond the immediate battlefield.

Russia’s defense ministry stated its forces destroyed or intercepted 44 Ukrainian drones overnight, though it did not mention the incidents in Voronezh or Belgorod. Meanwhile, Ukrainian Foreign Minister Andrii Sybiha alleges that Russia’s mass drone and missile attack on Friday deliberately targeted substations powering the Khmelnytskyi and Rivne nuclear power plants. “These were not accidental but well-planned strikes. Russia is deliberately endangering nuclear safety in Europe,” Sybiha stated on X. Concerns over nuclear safety are particularly acute given past incidents and the potential for a catastrophic event, as detailed by the International Atomic Energy Agency.

Elsewhere, Russian Foreign Minister Sergey Lavrov indicated he is prepared to meet with U.S. Secretary of State Marco Rubio to discuss the war and bilateral relations, though he reiterated that any peace must “take Russian interests into account.” These diplomatic overtures come as efforts to organize a summit between Russian and U.S. leaders remain stalled.
